Energy efficiency at the heart of the Juncker investment plan

France and Germany decided to carry the energy renovation of buildings at the heart of the ECOFIN summit on December 9th. As part of the Juncker investment plan for the revival of the European economy, Paris and Berlin submitted the use of innovative finance for massive projects involving energy efficiency commitments.

The European Commission highlighted such programs for energy renovation of public buildings as projects that could receive fundings. Energy renovation of public buildings has clearly been identified by the dedicated support mission (“Task Force”) set up on these issues and bringing together the Commission and the European Investment Bank.
The ESFA project (Energy Shift Financing Agency) – led by The Shift Project and the Nicolas Hulot Foundation – is a tool designed to renovate public buildings across Europe without increasing the debt of states. It is partly behind this radical change in the European strategy.
